Aside from Amanda Waller's casting in September, the Suicide Squad's arrival was also foreshadowed in the January episode "Tremors", where Waller recruits Bronze Tiger. Here's what executive producer Andrew Kreisberg had to say about how this group came together.

"Dig was our way into Amanda Waller, and in this episode, Amanda comes to Dig and Lyla, and she recruits Dig for a mission, and tells him he's going to need a team -- and she saddles him with the Suicide Squad."

The Suicide Squad, which was also known as Task Force X, made its DC Comics debut in 1959, although the TV version of this team is inspired by John Ostrander's comic Legends #3 that debuted in 1987. The group, lead by Waller, offers imprisoned villains a chance to take on secret missions for the government, in exchange for commuted prison sentences. DC also rebooted The Suicide Squad as a part of its New 52 relaunch in 2011, with that comic series scheduled to wrap up this April with the 30th issue.
