ABC has released the first clip from Scandal, returning for Season 2 Thursday, September 27 at 10 PM ET with "White Hat's Off". In the Season 1 finale back in May, Olivia (Kerry Washington) gave up her White House access, but that doesn't mean she still doesn't have her finger on the pulse of 1600 Pennsylvania Avenue.
